Control of Major Accidents Hazards

The Environmental Agency is the Competent Authority for the administration and enforcement of the Control of Major Accident Hazards Act 2024 (COMAH). The Act aims to prevent major accidents involving dangerous substances and to limit their consequences for human health and the environment.

Operators of establishments that store or handle specified dangerous substances above prescribed thresholds are required to meet a range of obligations under the Act. These include notifying the Competent Authority, implementing measures to prevent major accidents, preparing Safety Reports for upper-tier establishments, and maintaining appropriate emergency plans. The Act also requires the provision of information to the public and to persons who may be affected by a major accident.

The Agency works closely with specialist regulators and technical experts, including the UK's Health and Safety Executive (HSE), to assess safety documentation and ensure that establishments comply with the requirements of the Act.
