Housing & Health

We address housing-related health concerns by enforcing standards that promote safe, sanitary, and healthy living environments.

The condition of housing plays a vital role in protecting public health and wellbeing. The Environmental Agency assesses residential premises to ensure they meet required living standards and do not pose risks to occupants, as well as the inspection of homes for structural integrity, overcrowding, hygiene concerns, and other health-related issues that could impact residents' safety and quality of life.

Housing - Inspection and Reporting

Inspections are carried out at the homes of individuals applying to the Housing Allocation Committee of His Majesty’s Government of Gibraltar Housing Department.

A report is submitted to the Housing Manager detailing the applicant’s living conditions, which includes:

  • Room measurements
  • Occupant details
  • Structural defects
  • Spatial overcrowding
  • Use of external WCs
  • Shared facilities and mixing of sexes

Building Control

The Environmental Agency plays an active role in supporting Gibraltar’s Building Control systems by providing expert advice on environmental health aspects of development proposals, including waste storage, ventilation, drainage, and other public health considerations.

The Environmental Agency is responsible for:

  • Assessment of new Building Applications
  • Testing of newly laid drains
  • Inspection of building works (in relation to Public Health)
  • Confirmation of satisfactory completion of works

All building applications and accompanying plans are scrutinized to ensure the building works are going to be carried out in compliance with the Building Regulations and Approved Codes of Practice.

There is liaison with the Building Control Officer and advice is given to the applicants on the requirements that need to be met for the Building Permit to be granted.
